Area 2 - Research to address the challenges facing the city

Dedicate specific funding to research, provide urban spaces dedicated to research and improve the communication between the City Council and the scientific ecosystem so that the scientific sectors of the city form part of the search for innovative, fair and efficient systems for the urban challenges faced by the city.

Promote dialogue and collaboration between scientific actors, hospitals, universities and the City Council, incorporating operators from the scientific community and making scientific knowledge one of the essential tools of city governance.

Actions

  • 5.1. Create a digital space through the Decidim platform for dialogue between the city’s scientific sector, the metropolitan region and the City Council with regard to research.
  • 5.2. Encourage the participation of the city’s scientific community in round tables, committees or advisory boards associated with the solution to the key challenges faced by the city.
  • 5.3. Increase the participation of the City Council and Barcelona's leadership in international and European research projects, that are both multidisciplinary and cross-cutting, with the participation of the large research centres and groups and universities, in order to create new research clusters, with teamwork in the areas covering international relations and science.
  • 5.4. Reinforce the agreements for work experience and industrial doctorates on projects run by the City Council associated with urban challenges, and promote new working methods for researchers for projects.
  • 5.5. Define the priority actions with regard to scientific research between the city’s universities and research centres, its metropolitan area and the City Council within the framework of the bilateral agreements with these universities and existing monitoring committees.
  • 5.6. Encourage public/private cooperation in the world of science and share communal spaces in scientific centres or infrastructures with the newest projects or companies, and those with the least resources.
  • 5.7. Promote diagnostic studies on the presence of women in the scientific community and their employment situation, and implement actions to reverse any inequalities that may be detected.

Actions

  • 6.1. Increase the funding for calls for research and open new lines of funding for research.
  • 6.2. Call for research projects that recognise young talent, the most vulnerable research groups and the importance of gender in the selection of scientific projects and proposals which help to construct a more healthy, sustainable and inclusive city, following the principles of open science.
  • 6.3. Diagnose the research needs of the different areas of the City Council to define the coordination of municipal support for research.
  • 6.4. Create a repository of the most significant research carried out on Barcelona in the different scientific fields.
  • 6.5. Share local research needs with the scientific players, promoting research processes and prioritising respect for the environment in the social and economic recovery.
  • 6.6. Facilitate economic aid and promote funding mechanisms for start-ups, small scientific companies or struggling companies and those that develop R&D.

 

Actions

  • 7.1. Award during 2020-2023, between five and ten medium-term social housing places (between one and two years) to visiting researchers from different institutions or research centres in the city.
  • 7.2. Create, during 2020-2023, ten short-term housing places (between one and six months) for visiting scientists.

Actions

  • 8.1. Develop the Ciutadella del Coneixement [Ciutadella of Knowledge] urban and scientific project through the participation, during the second phase, of the new facility in the old Mercat del Peix [Fish Market] area, promoting the connection of the Institut de Ciències del Mar [Mar Science Institute] with la Barceloneta beach through the Barcelona Science Sea [Barcelona Mar de Ciència] project for scientific dissemination on the marine world, and facilitating the Martorell building renovation project.
  • 8.2. Develop a network of university infrastructures to connect with other research, innovation and cultural areas of the city, through bilateral agreements with universities.
  • 8.3. Favour the establishment of research centres, organisations and companies that work towards digital democratisation and, in general, science, and establish ethical criteria regarding scientific advancement, particularly in biogenetics and biomedicine.
  • 8.4. Promote initiatives based on or related to the scientific field to adapt the city to the needs of older people (mobility, treatment centres) and ensure quality and active ageing.
