Area 1 - Barcelona, a city of science in Europe

Raise the international profile of the university and scientific institutions and the scientific community of the city and Europe; generate alliances between cities and key knowledge institutions within the European area; and work towards making the potential of Barcelona and the Metropolitan region a reality to become the main centre for reflection and dialogue in the European area with regard to ethical, political and social debate generated by scientific progress.

  • 1.1. Organise three new editions of the Hypatia Prize (2020-2023).

Actions

  • 2.1. Define the map of the most relevant local, state-level, European and international players, both scientific and political, in the matter and create and inspire a development committee.
  • 2.2. Organise debates on the matter through the biennials and other forums that may be activated during the term of office, with easy and open access for all citizens.
  • 2.3. Mobilise the public and civil diplomacy network comprising all the entities with headquarters in Barcelona, with international connections and influence as a platform at the service of the city.
  • 2.4. In the city's laboratories and cultural associations develop a joint programme of related actions, collaborating with and consolidating Barcelona's citizen network.
  • 2.5. Promote visits to Barcelona by scientific, political and social leaders in the ethical debate on scientific advances.
  • 2.6. Facilitate shared projects with research centres, organisations and companies that work on the technological democratisation of data and ethical criteria in fields such as biogenetics and biomedicine.
  • 2.7. Participate in a city protocol to establish ethical municipal criteria in technological and digital implementation.
  • 2.8. Discuss the ethical debates and democratisation of science that have been brought to the table during the Covid-19 crisis.

Actions

  • 3.1. Participate in the calls for awards that promote the city of Barcelona and recognise scientific merit, such as the Barcelona City Awards.
  • 3.2. Raise awareness through the Barcelona Science website and in collaboration with the media, of the contributions made by researchers of renown, both local and those that come to the city for conferences, research or to provide consultancy services.
  • 3.3. Publish a book on scientific Barcelona that recognises the contributions and international influence of the scientific community during the 20th century.
  • 3.4. Evaluate the attractiveness of the city in terms of scientific and technological development.
  • 3.5. Promote the recognition and visibility of the scientific and Mediterranean capital status and co-leadership of Barcelona, at both a national and international level, as well as its centres, laboratories and universities as an open, innovative and fair city.
  • 3.6. Provide support and recognise the value of science and knowledge when planning and defining future strategies and the social and economic reconstruction through the recognition of scientific talent.

Actions

  • 4.1. Open new relationships with Latin America and Eastern Europe. Reinforce or consider alliances with key networks of North American cities or of other countries.
  • 4.2. Consolidate multilateral work, dialogue and networking with other European cities to ensure cooperation and collaboration in finding solutions to the current global and local urban challenges, especially regarding Covid-19, which requires much more urgent action.
  • 4.3. Define a project for collaboration between cities which links City Councils and research centres and local and European universities to tackle global metropolitan issues, such as sustainable mobility and the new urban and mobility models.
  • 4.4. Prepare a communication project for Barcelona as a city of accessible science and open to equal scientific knowledge for all citizens.
  • 4.5. Create an inter-university space to promote research and the dissemination of the research that the city carries out on urban challenges.
  • 4.6. Promote a multilevel relationship between the local, regional, state-level and European administrations to provide coordinated and stable support for the promotion of a model centred on science and innovation during the Post-covid reconstruction.
  • 4.7. Implement measures to recover and continue attracting scientific talent to the city with the updated the Covid-19 safety and prevention protocols.
  • 4.8. Use the international organisations of which Barcelona forms part for the exchange of knowledge regarding the initiatives that are carried out and to generate new initiatives that may be co-funded by the EU and other international organisations.
  • 4.9. Include within the discussion with the European Commission regarding the research interests of the city and its centres and universities, with an intrinsic recognition of local research, transferring to the EU the importance of its funding in order to develop the city’s scientific projects.
  • 4.10. Promote Barcelona and its metropolitan region as a centre for science and as a pole of excellence in precision medicine, supercomputing and big data, biomedicine and the environment, and technological innovation in health through bioengineering, as well as in social sciences and humanities applied to public affairs and more sustainable, healthy and fairer urban planning.
