
City – Port Strategy and Port Vell
Since the approval in 1999 of the Plan for the Use of Port of Barcelona Space (PUEP), the Port of Barcelona has been shifting the location of its logistical and commercial activities towards the south. As a consequence, the city-port area is no longer limited to the Port Vell, but has been extended and expanded to include the Morrot, where it is planned to move the railway goods station to the old Llobregat riverbed.
In view of this situation, it is necessary to rethink the joint strategy for the city-port area, in conjunction with the Port Authority and in alignment with the overall planning of the Barcelona coastline and the new urban model. The city-port area must form part of the systemic regeneration process the city of Barcelona is going through. The aim of these multiple transformations is to consolidate a city that promotes ecological transition and accommodates all facets of everyday life. In order to achieve this, the actions basically respond to three strategies: Green up the city, promote proximity and achieve the targets through collaborative processes.
What are we doing?

In 2022, the City-Port Strategy was drafted, identifying the strategic areas to be reconsidered from the city’s perspective and including key projects to define a shared roadmap between the city and the port.

In 2024, the Port Vell Strategic Plan 2025-2030 was approved, outlining initiatives for the coming years with the aim of strengthening the integration of Port Vell with the city, boosting public use and promoting the economic and sustainable development of the area.

Currently, there are several sector-specific City Council/Port of Barcelona joint committees, covering the following areas: Urban Planning, Maintenance, Strategy, Energy, Mobility, Sustainability, Cruises, the Blue Economy and Districts.
