Coastal Plan Observatory
The Strategic Coastal Plan has three main objectives: a liveable and civic area, a deep-rooted and social economy and a sustainable environment. In order to achieve these objectives, the plan sets out 15 strategies for action and 61 (increased to 63) strategic projects of varying natures that are expected to be implemented progressively through a number of instruments over the next 10 years.
The Coastal Plan Observatory aims to be an effective public tool for providing information and monitoring the development of the dynamics of the city’s coastal areas and strategic projects. The Observatory’s objectives are as follows:
- Develop a space for the production of knowledge about the coastal area that will enable more efficient and integrated management.
- Systematise the tracking and monitoring of the Coastal Plan as a whole and of each project in particular, through regular updates of the system of key indicators and the preparation of follow-up and evaluation reports.
- Consolidate itself as a benchmark open information tool at the service of governance and collaboration between all the government agencies, stakeholders and citizen-run organisations that intervene in this territorial area.
As far as trends are concerned, the diagnostic work of the Coastal Plan has generated a wide range of information and knowledge on Barcelona’s seafront. This information has allowed us to deepen the knowledge of key aspects that affect the composition of the coastline and to determine the “baseline situation” that the monitoring indicators of the Coastal Plan will reflect as a basis for comparison.
This project involves the design, implementation and management of the observatory’s website.
WHAT ARE WE DOING?

Producing annual monitoring reports for the 2022 Coastal Plan, drafting the assessment of the first five years of the Coastal Plan (2018-2022). The aim of this assessment is two-fold: to highlight the main milestones and results achieved through the Plan’s implementation and the status of its various projects, as well as to provide a critical analysis and visualise the challenges for coming years.

The Pla Litoral website was launched in 2022 as an information and monitoring instrument with regard to changes in the dynamics of coastal areas and the progress of the Coastal Plan’s strategic projects.
