Control and input in April’s Commission for Ecology, Urban Planning, Mobility and Housing
April’s session by the Commission for Ecology, Urban Planning, Mobility and Housing debated and voted on various proposals from municipal groups relating to the promotion of economic activity in ground-floor premises, the protection of sites for agricultural uses, access to Next Generation funding for tenant/owner communities, the promotion of affordable housing and the reestablishment of all services with restrictions owing to the drought.
Junts per Barcelona called for the City Council not to promote urban planning projects or by-laws prohibiting economic activity by professionals and the self-employed in homes. The group called for a work plan to incentivise the transfer of economic activity from homes into ground-floor premises, with more streamlined permits and licences for operating in the latter plus a 95% discount on the property tax (IBI) and the tax on economic activity (IAE) during the five years after the transfer, or two years for newly created businesses in ground-floor premises.

Barcelona en Comú called on the municipal government to approve the amendment to the general metropolitan plan for the AgroVallbona project, which classifies La Ponderosa and agricultural land which cannot be built on and protects the Granja del Ritz, plus services for existing new homes and the renovation of existing homes.

Esquerra Republicana de Catalunya called for an extension to the time frame for accessing European Next Generation funding and to establish a strategy for owner/tenant communities in areas of urban regeneration who have accessed the funds to be assured of the equivalent funding.

Abstention: Junts×BCN
The Partit Popular proposed unused or highly underused public land being made available for affordable housing through public-private collaboration formulas, the goal being to boost the housing available in the city and facilitate access to groups with difficulties, particularly young people and families. The group called for tax breaks to help young people access housing, and finally, called for the creation of a register of rental flats where tenants do not pay monthly quotas, and to offer the flat owners specialised legal support.

Finally, Vox called on the City Council to urge the Government of Catalonia to review its decision on the Ter-Llobregat water system and reestablish complete normality relating to the drought. The group also proposed started the city’s decorative fountains immediately, filling ponds and reestablishing all the services restricted as a result of the drought.
