Control and input in the Ecology, Urban Planning, Mobility and Housing Commission of 18 February 2025

February’s session by the Ecology, Urban Planning, Mobility and Housing Commission debated and voted on different proposals from municipal groups relating to the traffic light coordination system, fines linked to housing, the enlargement of the catalogue of sites for public housing, shared homes and the regulation of seasonal lets and rooms.

The proposal from Junts per Barcelona was to design an international competition for engineers to implement a general traffic light coordination system, with all the technological advances possible to optimise traffic management and improve road safety. The proposal was approved with the votes of Junts×BCN, the PSC, the ERC, the PP and Vox, while BComú abstained.

Barcelona en Comú called for the City Council to take on the competences of inspections and fines specific to housing and urgently apply the fine system to contain rents. The proposal was approved with the votes of the PSC, BComú and the ERC, while Junts×BCN, the PP and Vox voted against it.

The Partit Popular proposed increasing the catalogue of publicly owned urban sites for the development of affordable housing in the short term, particularly for groups with the most urgent needs, and to drive various measures for more agile, flexible and efficient urban planning that guarantees legal security. The proposal was rejected, with Junts×BCN, the PP and Vox voting in favour, while the the PSC, BComú and the ERC voted against it.

The proposal from Vox urged the municipal government to develop the by-law on shared homes and carry out as quickly as possible the amendment to the Special Urban Plan on Tourist Accommodation (PEUAT) so that at least shared homes can be possible. The proposal was rejected, with the PP and Vox voting in favour, while Junts×BCN, the PSC, BComú and the ERC voted against it.

Esquerra Republicana put forward a proposal with content for an institutional declaration for the municipal government to reaffirm its will for the city of Barcelona to have an effective regulation of seasonal and room rentals, and to call on the Government of Catalonia and the Spanish government to carry this out as speedily as possible. The proposal was approved with favourable votes from the PSC, BComú and the ERC, while Junts×BCN, the PP and Vox voted against it.
