Barcelona and Madrid team up to digitise public services

The mayors of Barcelona, Jaume Collboni, and Madrid, José Luis Martínez-Almeida, have signed an action plan to collaborate on the digital transformation of municipal services for the public. Both cities have committed to working together to adopt innovative policies that improve the efficiency, quality and sustainability of public services, while bridging the digital divide and promoting technological inclusion.

The plan outlines a four-year cooperation framework to develop initiatives that leverage cutting-edge technologies, including artificial intelligence, digital twins, the Internet of Things (IoT) and 5G networks. Some of the priority areas for collaboration will include:

  • Digital twins: joint development of digital models that simulate the urban environment to improve planning and management efficiency.
  • 5G networks: advancing infrastructure and services based on 5G technology.
  • IoT (Internet of Things) solutions: this includes establishing an IoT Lab in Madrid (IoTMADLab) and applying the technology to public spaces, urban infrastructure and major events, in collaboration with the Barcelona Innova Lab.
  • Artificial intelligence and cybersecurity: implementing AI-driven solutions and data protection measures in line with European and national regulations.
  • Digital inclusion and literacy: promoting programmes to bridge the digital divide and increase technological literacy.
  • Building innovation ecosystems that drive talent, investment and entrepreneurship in cutting-edge technologies.
  • Automating and streamlining administrative tasks with automation technologies.
  • Making open data and city indicators more accessible to support evidence-based management and increased transparency.

A joint monitoring committee will be set up with representatives from both cities to coordinate joint projects, monitor progress and address any issues that may arise.
