The proposal from Esquerra Republicana de Catalunya called for more areas to be classed as zones where noise levels at night are an issue, allowing for changes to operating times for the noisiest activities with the goal of safeguarding local people’s right to hours of rest. The proposal was approved with votes from the ERC, BComú, the PSC, JxCat and Cs, while Valents and the independent councillor voted against it and the PP abstained.

Junts per Catalunya urged the municipal government to amend the special uses plan for L’Eixample so that the regulation focuses exclusively on the area with streets being pedestrianised as part of the Barcelona Superblock project or which suffer problems with coexistence between people. The proposal was rejected, with the PSC and JxCat voting in favour, while the ERC, BComú, Valents and the independent councillor voted against it and Cs and the PP abstained.

Ciutadans called on the city government to maintain the twinning arrangement with Tel-Aviv, reject anti-Semitism and condemn the moves to boycott Israel. The proposal was rejected, with Cs, JxCat, the PP, Valents and the independent councillor voting in favour, while the ERC and BComú voted against it and the PSC abstained.

The proposal from Valents was to make it impossible for people to get onto the city register of residents using the address of a squatted home, and for all registrations at such addresses to be annulled immediately. The proposal was rejected, with the PP, Valents and the independent councillor voting in favour, while the ERC, BComú, the PSC, JxCat and Cs all voted against it.

Proposals with content for an institutional declaration

The full council meeting was also used to debate three proposals with content for an institutional declaration, put forward by BComú, the PSC and the PP.

The proposal from Barcelona en Comú called on Lioness Inversiones to negotiate with local residents at the Casa Orsola and their representatives over the renewal of rental contracts and the offer of obligatory social housing in line with the current legislation. The proposal was approved with favourable votes from the ERC, BComú, the PSC and JxCat, while Cs, the PP, Valents and the independent councillor voted against it.

The Partit dels Socialistes de Catalunya proposed the declaration of Barcelona as a city in favour of abolishing prostitution, joining the Network of Cities Free of Trafficking Women and Children for Prostitution and prohibiting venues for the exercise of prostitution. The proposal was rejected, with the PSC, JxCat, the PP, Valents and the independent councillor voting in favour, while the ERC, BComú and Cs voted against it.

The proposal from the Partit Popular urged the Spanish government to immediately revise Framework Act 10/2022 so that those committing sexual offences have the same sentences as they did before the “only yes means yes” act came into force. The proposal was rejected, with Cs, the PP, Valents and the independent councillor voting in favour, while the ERC, BComú, the PSC and JxCat voted against it.

Institutional declarations

The Full Council read out two institutional declarations:

The first, to thank the Fundació Barcelona Comerç, Vitrines d’Europa and all others involved for their initiative and efforts to get Europe to recognise the European Capital for Local Commerce.

The second, to recognise the stature of the work of the maestro Jordi Savall and pledge to grant the use of an iconic venue in Barcelona to house the Fundació Centre Internacional de Música Antiga.
