New Climate Plan to strengthen the response to the climate crisis

The Climate Plan includes two lines of action: mitigating the causes of the climate emergency and adapting the city to reduce their effects. The plan should entail an investment of more than 1,800 million euros, with measures to be rolled out in six spheres of work and goals to be set for 2030.

The Climate Plan gives priority to climate policies and sets out a roadmap with six programmes: Heat Plan, Resilience Plan, Mobility Plan, Energy Transition Plan, Neighbourhood Climate Plan and “Changing for the Climate” Plan. The plan also has a territorial perspective and maintains climate justice as a priority.

Main actions and goals for the spheres of work:

  • Advance towards decarbonisation: fivefold increase in municipal photovoltaic energy generation and rollout of sustainable energy systems.
  • Promotion of sustainable mobility: accelerate the electrification of municipal vehicle fleets, increase the network of recharging points and transform public space to consolidate sustainable mobility: on foot, on public transport and by bike.
  • Adopt the climate perspective in territorial action: include the climate aspect in the Neighbourhood Plan 2025-2028 and guarantee climate justice in the city, reducing inequalities.
  • Make a more resilient city: adapt the city to give it a greater response capacity in situations resulting from climate change, with infrastructures prepared for extreme climate episodes and a responsible use of water.
  • Combat high temperatures: a specific cross-cutting plan will be developed, the Heat Plan, with the network of climate shelters also to be extended, climate control systems installed in schools and other public facilities and improvements made to public space to ensure comfortable temperatures.
  • Strengthen the culture of sustainability: launch climate subsidy calls, strengthen the Barcelona + Sostenible network and organise the second Citizen Climate Assembly.
