New boost for the cultural rights plan in Barcelona
The government measure ‘Grassroots culture and cultural sectors: right to creation, experimentation, research and cultural production’ has been presented in the city and looks to support all businesses, organisations and groups making up the city’s cultural fabric. This is the second of nine measures to be promoted within the framework of the Plan for Cultural Rights in Barcelona.The measure has a budget of 36 million euros and includes 13 actions to guarantee the right to artistic expression and creation, as well as participation and decent cultural work:
- ‘Barcelona crea’ subsidies: a new annual programme with subsidies for creation and innovation in cultural practice
- Coordination space and resources bank for the network of Art Factories
- Municipal system of creation residencies
- Reformulation of existing subsidies and grants
- Social clauses in culture
- Officially protected ground floor premises: premises to be offered to people, organisations and cultural companies to set up workshops, spaces for cultural work, rehearsals or the display of artistic activities, in return for social rents
- Citizen Culture Office (OCCU): this will become a space for meeting, guidance and support for the cultural fabric
- ‘Cultura Viva’ spaces
- Consolidation and expansion of municipal display circuits
- Promotion of Barcelona Culture Houses
- The Manifesta Art Biennial 2024
- Implementation of the REC Cultural
- Reformulation of the Barcelona Culture Council
The measure “Grassroots culture and cultural sectors: right to creation, experimentation, research and cultural production” forms part of the Plan for Cultural Rights in Barcelona. The plan was presented on 30 April and is geared towards the design of public policies from the perspective of cultural rights, opening up the path for recognising these rights for all citizens.
