New deals on health and housing by the Joint Commission with the Catalan government

The latest meeting by the Barcelona City Council – Government of Catalonia Joint Commission to review the Municipal Charter and its implementation reached various agreements to collaborate on the construction of 1,700 public homes and eleven primary healthcare centres in the city. There were also deals on public transport, managing the Olympic Port, dissolving the Barcelonès County Council and more.

The main agreements reached are:

Housing

To formalise a collaboration agreement with the Catalan Land Institute (INCASOL) for the promotion and construction of at least 1,700 officially protected homes and accommodation with services with affordable rents. A first stage will see the City Council make 11 municipally owned plots available for INCASOL to promote housing there which must be completed in a maximum of five years. The commitment is also to add new plots within two years.

Health

Priority will be given to work on various primary and community healthcare centres. Specifically, work will be speeded up at 11 facilities in the pipeline or where work is already under way:

  • CAP Besòs (expansion in progress)
  • CAP La Pau (expansión in progress)
  • New CAP Raval Nord
  • New CAP Fort Pienc
  • New CAP Congrés i els Indians
  • New CAP El Parc i Llacuna del Poblenou
  • New CAP La Sagrera
  • New CAP i CUAP La Clota – Horta
  • New CAP La Marina del Prat Vermell
  • New CAP Barceloneta
  • New CAP Gòtic

The process will also be speeded up for five facilities currently a the study stage, with their location to be determined or expansion projects to be validated:

  • Sardenya
  • Casc Antic
  • Casanovas
  • Roquetes (expansion)
  • Drassanes (expansion)

Public transport

Commitment to install lifts on L1 and L5 metro lines in Plaça de Sants.

Olympic Port

Period for the City Council to directly manage the Olympic Port increased to 50 years.

Barcelonès County Council

Agreement to execute ruling 2343/2022, of 16 June 2022, on the dissolution of the Barcelonès County Council.

Other matters

The Joint Commission also addressed other matters such as collaboration, in terms of justice, on the fulfilment of measures linked to work and provision of services in benefit of the community, and the proposal to amend the Municipal Charter to upgrade the articles relating to ways of managing municipal services and activities. The session also brought to light the situation of consortiums regulated by the Municipal Charter: Education, Housing, Healthcare and Social Services.
