The bases presented establish 23 measurable goals, which fall into the following areas:

1. Education and upbringing in early childhood (0-3)
2. Planning for the range of education at publicly operated education facilities (3-16)
3. Equal opportunities: balanced schooling and inclusive education
4. Education paths from 16 onwards: baccalaureate, training courses and second opportunities
5. Educational transformation for equivalent quality of education projects
6. Lifelong learning (adults)
7. Educational and cultural opportunities beyond the school in an educational city

Within these areas, three points of action stand out. The universalisation of education from 0 to 18, which consists of strengthening infant education up to the age of three and making it available to all young children in the city, and also in the 16-18 year bracket, to ensure educational continuity as well as equal opportunities.

Schools which are similar to each other in their neighbourhoods are also part of the fight against segregation, and to this end the idea is to promote balanced public-sector schooling by increasing places available in publicly run schools to drive local schooling.

As a final focus for action, the aim is to continue developing policies which go beyond the school, such as universal infant education through a sufficient network of municipal nursery schools, guaranteeing free schooling to all pupils between the ages of 2 and 18 in vulnerable situations, guaranteeing opportunities for adult education and more.

This agreement on education was reached through broad social consensus, with work going into it since May 2021 and over 170 people involved in one or more of the 12 sessions organised.
