Measures for Covid-19: broader use of the Covid certificate

Now the issues with the website La Meva Salut have been resolved, the measure which initially came into effect on 26 November is back in place. The EU digital Covid certificate is mandatory as of 3 December, and until 24 December it will be needed to get into bars and restaurants, gyms and homes for the elderly, as well as nightlife venues, where the measure already applied. In response to the rise in cases in recent days, under the PROCICAT framework and with the endorsement of the Supreme Court of Catalonia, the new measures to contain the spread of Covid-19 were published on Friday 26 November.

The main new measure, introducing a more widespread use of the Covid certificate to get into bars and restaurants, gyms and homes for the elderly, was suspended due to the saturation of the website La Meva Salut. With the IT issues now resolved, the measure is in force as of Friday, 3 December, and will be in place until 24 December.

The Covid passport can be downloaded from La Meva Salut and provides accreditation for three scenarios:

  • having been fully vaccinated
  • having had the virus, or
  • being in possession of a negative test from an authorised centre.

The document can be presented on paper or in a digital format, with managers of the affected establishments conducting checks with another app which scans the QR code on the certificate.

The measures currently in force for different sectors are:

Bars and restaurants

  • EU digital Covid certificate required to go inside bars and restaurants. The document is not needed for outdoor terraces.
  • Permitted capacity remains at 100%.
  • Face masks obligatory when not eating or drinking.

Gyms

  • EU digital Covid certificate required for access to gyms and sports halls.
  • Swimming pools and gyms can operate with 100% capacity.

Homes for the elderly

  • EU digital Covid certificate required for access.

Nightlife, concerts and festivals

  • EU digital Covid certificate required for access.
  • Maximum capacity of 80% maintained inside, including indoor music festivals and concerts.
  • For discos, there are no restrictions on opening hours for Covid but the corresponding regulations for this sector:
    • Closing times for music bars: 2.30 am during the week and 3 am at weekends and the eve of public holidays.
    • Closing times for discos: 5 am during the week and 6 am at weekends and the eve of public holidays.

Social gatherings

  • EU digital Covid certificate required for access to weddings and large celebrations with dancing.
  • Eating and drinking in the street remains prohibited between 1 am and 6 am, in gatherings in public spaces.
  • People are advised to limit gatherings to no more than ten people, except in the case of fellow householders.

Use of face masks

The use of face masks is mandatory for anybody over the age of six:

  • in all indoor spaces, except when eating and drinking, and
  • in all outdoor spaces when physical safety distances cannot be maintained.

Cultural facilities

  • Capacity of 100% in theatres, cinemas, auditoriums, circuses, archives, libraries, museums, community centres, exhibition rooms and art galleries.

Sports events

  • Capacity of 100% at all sports events, indoors and outdoors.

Shopping centres, shops and commercial establishments

  • The prohibition on the sale of alcohol in shops and commercial establishments between 10 pm and 6 am remains in place.
  • Capacity of 100% continues in shopping centres, shops and commercial establishments.
