Proposals from municipal groups in the full council meeting of 27 September 2024
September’s full council meeting approved two proposals: one from Junts-Trias×BCN calling for a report on compliance with agreement, and one from the ERC calling for the effective regulation of rents for temporary stays and individual rooms. The proposals from BComú, the PP and Vox were rejected. The session concluded with four institutional declarations being read out.Junts per Catalunya – Trias per Barcelona, proposed tasking the municipal government with producing a report detailing the actions carried out to comply with its agreements, such as the call for the Interadministrative Collaboration Commission or the transfer of the ownership of state-owned buildings in the city. The Full Council approved the proposal with votes in favour from Junts-Trias×BCN, BComú and the ERC, while the PSC and Vox voted against it and the PP abstained.
Barcelona en Comú called for an external audit on the economic impact of the America’s Cup and the possible recovery of public funds, and for Barcelona not to organise similar events in the future without guarantees on transparency and benefits for citizens. The Full Council rejected the proposal, with BComú voting in favour, while Junts-Trias×BCN, the PSC, the PP and Vox voted against it and the ERC abstained.
The proposal from Vox called for a revision to regulations, limiting social services for immigrants. The proposal was rejected, with Vox voting in favour while Junts-Trias×BCN, the PSC, BComú and the ERC voted against it and the PP abstained.
Esquerra Republicana de Catalunya put forward a proposal with content for an institutional declaration demanding the effective regulation of rents for temporary stays and individual rooms and urging the Catalan and Spanish governments to implement it as soon as possible. The proposal was approved with votes from the PSC, BComú and the ERC, while Junts-Trias×BCN, the PP and Vox voted against it.
The proposal from the PP, also with content for an institutional declaration, urged the Spanish government to recognise Edmundo González Urrutia as the legitimate elected president of Venezuela. The Full Council rejected the proposal, with Junts-Trias×BCN, the PP and Vox voting in favour while the PSC, BComú and the ERC voted against it.

- call for an amendment to the general Act on subsidies and create a Catalan subsidies act that reduces red tape: driven by the City Assembly, the proposal was supported by Junts-Trias×BCN, the PSC, BComú, the ERC, the PP and Vox.
- ratify the commitment as a Friendly City for Elderly People and their universal rights in ageing. This was backed by Junts-Trias×BCN, the PSC, BComú, the ERC, the PP and Vox.
- reaffirm the commitment, in the context of the Mental Health Plan 2023-2030, to support people with severe mental disorders in a multi-disciplinary and holistic way. This was backed by Junts-Trias×BCN, the PSC, BComú, the ERC, the PP and Vox.
- call on the Spanish state to formally request a pardon for murdering President Companys and agree on a series of activities to mark his life, work and legacy. This was backed by Junts-Trias×BCN, the PSC, BComú, the ERC, the PP and Vox.
