Simpler and more agile administrative procedures with Barcelona Fàcil

Barcelona Fàcil is the new government measure to simplify administrative procedures, improve the relationship with people and companies, eliminate red tape and ensure legal security. The plan consists of 18 specific steps that will help towards a more modern and efficient City Council. With a budget of 7.8 million euros, the changes will be applied over the next three years.

The actions planned will be structured into three main areas:

Regulations

The aim is to improve the quality of regulations and increase legal security, with the derogation of obsolete or duplicated provisions and the drafting of new municipal regulations. Transparency and the comprehension of municipal regulations will also be strengthened, with more accessible documentation for citizens.

Urban planning

The period for managing procedures relating to permits, activities, reports and building and renovation licences will be simplified and reduced. Over 50,000 procedures of this type are conducted every year in Barcelona. A professional support office will also be set up, providing a qualified technical support point to improve communication between the City Council and professionals that carry out urban planning procedures with the administration. This service should be operational in the second half of 2026.

Administration

The process should foster a closer and more accessible administration. The goal is for the 80% of citizen procedures carried out virtually at present to rise to 95% in 2027, without eliminating face-to-face support. To achieve this, procedures requiring a digital certificate will be reduced and those requiring a signature will be simplified. Efforts will be also focus on interoperability with other administrations. In the sphere of social services, users will have simpler access to their information and a single shared database will be created for all municipal services. As for subsidies and municipal procurement, procedures will also be simplified for organisations and individuals.
