Proposals from municipal groups in the full council meeting of 25 October 2024

October’s full council meeting approved three proposals: one from Junts-Trias×BCN to improve access to housing for young people, one from BComú to boost the public housing stock and fight the housing emergency, and one from the ERC for the costs of waste generated by tourists to be covered by the surcharge on the tourist tax. The session rejected the proposals from the PP and Vox and read out two institutional declarations.

Junts per Catalunya – Trias per Barcelona called for a shock plan to improve access to housing for young people, with measures such as activating the Pla 500 for young people to be able to rent flats for 500 euros, a 35% reserve on protected housing for young people and more. The proposal was approved with votes from Junts-Trias×BCN and the PSC, while the PP and Vox voted against it and BComú and the ERC abstained.

Barcelona en Comú called for a non-permanent commission to study the problem of housing to increase the public stock of protected homes and fight the housing emergency, as well as to debate innovation and gather proposals from organisations to achieve an agreement on housing. The Full Council approved the proposal with votes from the PSC, BComú and the ERC, while the PP and Vox voted against it and Junts-Trias×BCN abstained.

The Partit Popular urged the municipal government to start the process to formalise Barcelona’s candidacy to host the Olympic Games. The proposal was rejected, with the PP and Vox voting in favour, while the PSC, BComú and the ERC voted against it and Junts-Trias×BCN abstained.

The proposal from Vox was to remove any symbol or reference to the figure of President Lluís Companys in the city and to publicly recognise and create a monument to the victims of the rearguard during the Spanish Civil War. The Full Council rejected the proposal, with Vox voting in favour, while Junts-Trias×BCN, the PSC, BComú and the ERC voted against it and the PP abstained.

Esquerra Republicana de Catalunya put forward a proposal with content for an institutional declaration, calling for the cost of waste generated by tourists to be covered by the surcharge on the tourist tax. The proposal was approved with votes from the PSC, BComú, the ERC and Vox, while Junts-Trias×BCN and the PP voted against it.

Institutional declarations

Two institutional declarations were read out in the session. The first, to guarantee the rights, visibility and labour insertion of trans people, with the support of Junts-Trias×BCN, the PSC, BComú and the ERC. The second, with unanimous support from all municipal groups, was to show recognition, support and affection for all people suffering from breast cancer.
