Enforcement campaign for cyclists and personal mobility vehicles
The City Police are launching a week-long enforcement campaign today for bicycles and personal mobility vehicles (PMV), the aim being to guarantee compliance with road safety regulations.

The by-law on circulation, pedestrians and vehicles (OCVV) regulates circulation in the city of Barcelona. An amendment to the text was approved in November 2024, relating to PMVs and their use in the city, the idea being to preserve pavements as spaces for pedestrians and at the same time aiming to help promote sustainable and active means of transport.
To ensure safe mobility, if you ride an electric scooter, remember:
- It is obligatory to wear a helmet.
- Vehicles must have front and back lights.
- The minimum age for riding a personal mobility vehicle is 16.
- These vehicles can only carry one person.
- The speed limit is 25 km/h.
Besides these requisites, the City Police will be paying attention to conduct that can generate risks, for instance:
- Distractions: looking at or using mobile phones and other devices while riding.
- Not respecting traffic signs: traffic lights and pedestrian crossings.
- Circulating on pavements or in other pedestrian areas.
- Inappropriate parking: riders cannot tie their vehicles to trees, traffic lights, benches or other urban furniture where this might affect their function or purpose; parking in loading and unloading areas is not allowed either, or in places reserved for other users, in service spaces or places where parking is prohibited, by emergency exists, hospitals, medical centres or Bicing service areas.
- Driving/riding under the influence of alcohol or drugs.
As for bicycles, the campaign will be paying attention to behaviour that generates road safety risks, as well as other vehicles posing risks for cyclists, for instance:
- Circulating on pavements, except cyclists under the age of 12 accompanied by adults, and adults transporting children in streets with no bike lane.
- Inappropriate overtaking.
- Not respecting safety distances.
- Not respecting traffic sign and pedestrian crossings.
- Children under 16 circulating without a helmet.
- Using a mobile phone or headphones.
Fines for these types of conduct that generate risk by cyclists or PMV riders may be up to 500 fines.
Through campaigns such as this one, the Barcelona City Police are working towards the goal of halving fatalities and serious injuries, as set out in the Road Safety Strategy 2030, the eventual aim being to reach zero victims by 2050.
