Europe Challenge is a programme that offers funding and support for libraries and communities to promote joint solutions for today’s Europe. This is achieved through learning and exchanges with other libraries and communities, individual advice, resources, methodologies and optional funding of up to €10,000 to create a prototype and solve a challenge.

The Biblioteca Jordi Rubió i Balaguer in Sant Boi de Llobregat took part in the programme’s pilot edition. Together with the local community, the facility explored how apiculture can help to protect the environment and urban biodiversity. The Apiteca challenge's team put up beehives in a courtyard in the library after a number of planning workshops with the community. A series of initiatives were launched around the project to protect the environment and promote Sant Boi’s social fabric, which are now expected to extend to other public spaces and be implemented in more of the area’s municipalities.

Europe Challenge was created by the European Cultural Foundation, in collaboration with Democratic Society, Public Libraries 2030 and Amsterdam Public Libraries, in 2020. The current edition is being supported by the Fondazione Cariplo and the Scottish Library and Information Council.
