Research on the need for a new legal doctrine on the development of cultural rights, which responds to contemporary needs. The proposed creation of a Public Culture System would make it possible to facilitate, simplify and harmonise procedures within Public Administration, while also fostering high-quality services and providing all citizens with access to the above procedures under equal conditions and without unnecessary restrictions.
