In 2022, the Barcelona Culture Council established a pilot working group to draw up the document “Creating a common conceptual framework for sharing foundational and necessary elements for a cultural ecosystem in the city of Barcelona”. This document specifies five areas to be addressed over time. Bearing these areas in mind, in 2023 the Council conducted a strategic reflection to address the cultural governance model for Barcelona, this being the priority issue for members of the Plenary.

This strategic reflection process aimed to develop a cultural governance improvement project that will take into account the diverse visions of governance from the different points of view of a wide range of stakeholders, seeking to create an ambitious and realistic route map. The aim was to establish a robust framework to enable the Barcelona Culture Council to support specific governance improvement initiatives that will improve the strength and sustainability of culture in Barcelona.
