Article 6. Plenary. Definition, constitution, members and powers
1. The Plenary is Barcelona Council of Culture’s body of maximum representation.
2. The Plenary is validly constituted if one-third of its legal number of members are present, along with the Presidency and the Secretariat.
3. The Plenary is formed by:
a) The Presidency and the Vice-presidency, with voice and vote.
b) One representative from each of the political parties represented on Barcelona City Council, with voice and vote.
c) One representative from each of the Councils of Culture constituted in the districts of Barcelona, with voice and vote.
d) One representative from the Barcelona Public Reading Commission, with voice and vote.
e) Up to sixteen representatives from cultural associations registered on the General Index of Citizens’ Organisations, with voice and vote. These organisations are elected, at the proposal of the Presidency of the Council, by Barcelona City Council Commission for Education, Culture and Social Welfare.
f) Up to eight people of recognised worth, elected by the Council Presidency and selected by Barcelona City Council Commission for Education, Culture and Social Welfare, with voice and vote.
g) Up to eight people of recognised worth, elected by the Council Presidency and selected by representatives from the cultural associations referred to in point e), above, with voice and vote.
h) Up to five municipal officers working in areas related to the Council’s priority objectives and contents, appointed by the Council Presidency, with voice but no vote.
i) The secretary, appointed by the Council Presidency, with voice but no vote.
4. The Plenary has a maximum of 50 members with voting powers.
5. The mandate for Plenary members is four years. Members can be elected for a maximum of two mandates.
6. The functions of the Plenary are to work towards the objectives established by the Council, and to approve the work plan and annual report and the Rules and Regulations that govern its functions, as required.
