Article 4. Presidency

1. The Presidency of the Council corresponds to the Mayor of Barcelona or the person delegated by him/her.

2. The Presidency is the highest representative of the municipal government on the Council. Its prerogatives include calling and presiding over all Plenary sessions and casting the deciding vote in case of a tie. Moreover, the Presidency performs all other functions delegated to it by the Plenary.
