Article 15. Adoption of Agreements

1. Given the nature of the Council, the accent is on reaching consensus decisions. The Presidency may submit issues to a vote, which takes place according to the conventional system of votes in favour, votes against and abstentions.

2. Plenary agreements are adopted by majority vote amongst members present, with the Presidency casting the deciding vote in the event of a tie.
