Article 10. Functions of the Council Secretariat


The Council Secretariat has the following functions:

a) To coordinate and supervise all Council services.
b) To implement directives and policies adopted by the Council.
c) To represent the Council when so delegated by the Presidency or Vice-presidency.
d) To ensure the successful implementation of Council activities and to assist the Presidency, the Vice-presidency, the Executive Committee and the Plenary delegate commissions in their functions.
e) To attend Plenary and Executive Committee sessions to inform members about issues concerning the Council’s functions, with voice but not vote.
f) To coordinate the drafting of documents that the Plenary needs to review or approve.
