The first working group, which was established in 2022, was set up as a test with the initial goal of being a pilot group that could help to define a specific working methodology for it and the other groups. It also sought to pool concepts and meanings around culture with the goal of providing a common discussion framework within the Council. Once it was launched, it was felt the right way to proceed was to discuss the measures needed to work smoothly, which reflect the existence of an open, multiple, comprehensive and adaptable cultural ecosystem that ensures fulfilment of cultural rights and meets citizens’ needs.
As a point of departure, five areas of discussion were established: cultural governance, cultural communication, cultural sustainability, (labour and cultural) rights, and culture and education. These concepts and their possibilities and shortcomings were debated at each of the sessions.
