Art. 17. Establishment of Plenary Delegate Commissions
1. The Council Plenary may agree to establish any delegate commissions it considers appropriate in pursuit of its tasks.
2. The Council Technical Secretariat ensures the good working of these Plenary Delegate Commissions, performing the following functions:
a) Centring attention on the issues at hand and the order of the day
b) Proposing the composition of commissions
c) Moderating commission meetings
d) Drawing up working documents (initial, partial and final reports)
e) Providing documentation of interest to the work of commissions (studies, facts and figures, experiences, bibliography, etc.)
f) Ensuring the smooth performance of commission work (management of time, calendar, work rhythm).
