Article 1. Barcelona Council of Culture. Definition and purpose
1. Barcelona Council of Culture is an instrument established to contribute to cultural development in the city, providing an arena in which representatives from different sectors in the field of culture and the arts, the political groups represented on the City Council and individuals of recognised worth in the cultural sphere can meet and participate.
2. The Council of Culture was established in accordance with the regulations governing citizen participation in Barcelona, articles 62 and 63 of the law on municipal and local government in Catalonia and articles 8 and 30 ff of the Municipal Charter of Barcelona.
3. The Council was set up as part of measures adopted by Barcelona City Council to comply with Article 4.2 of the Statute of Autonomy of Catalonia, which lays down that it is incumbent on the public authorities to foster the conditions required so that the freedom and equality of people should be real and effective, enabling the participation of all people in political, economic, cultural and social life; and Article 9.2 of the Spanish Constitution, in the same line.
4. Moreover, Barcelona City Council established the Council of Culture in compliance with the provisions of Article 19 of the Agenda 21 for Culture, the first document with a worldwide mission that advocates establishing the groundwork for an undertaking by cities and local governments for cultural development. The Agenda 21 for Culture was adopted by the global organisation United Cities and Local Governments (UCLG) as a reference for its culture programmes.
