Rules and Regulations of the Council
The Rules and Regulations are brought together in a document that determines how the Council shall operate. These Rules and Regulations were drawn up in 2007 by a delegate commission appointed by the Council Plenary and were unanimously approved at a Barcelona Municipal Council Plenary session on 27th June 2008.
The Rules and Regulations establish a new model for a council of this type. In its role as a consultative and advisory body, set up to promote debate and reflection on culture and the city, Barcelona Council for Culture follows traditions found elsewhere in Europe and the Francophone countries. However, the Council also incorporates elements more typical of arts councils in the Anglo-Saxon tradition. The mission such bodies pursue also involves implementing cultural policy and, therefore, they also have executive powers.
