Plenary of the Council


The Plenary is Barcelona Council of Culture’s most consultative, advisory body. Formed by a maximum of fifty people with voice and vote, the Plenary’s functions include, amongst others, establishing delegate commissions with a view to opening up participation and debate to all individuals, groups and organisations that form the city’s cultural fabric or system.

The Plenary is formed by:

  • The presidency, which is held by the Mayor.
  • The vice-presidency, appointed at the proposal of representatives from organisations.
  • Up to sixteen people representing the city’s cultural organisations.
  • Up to sixteen people of recognised worth.
  • One representative from each of the political parties represented on the City Council.
  • One representative from the Barcelona Public Reading Commission.
  • Up to five city council officers, with voice but no vote.
  • The Secretary, with voice but no vote.
